ECDL/ICDL is the leading end-user computer skills certification standard, chosen by governments, international organisations, the international business community and the educational sector, with certifications catering for every level of computer-use experience - from beginners to expert end-users and users with special interests.
The importance of introducing the ECDL in Romania was also noticed by governmental authorities. In Government Resolution 1007/2001 regarding the preparation of public office workers as users of informational technology, the following things are referred to:
“The instruction and improvement courses will follow the ECDL model, which has been adopted as standard by governments of many countries. The Ministry of Education and Research has to recommend this approach to all technical profiled high-schools; ECDL was recommended to all the EU member states, as standard certification for the basic qualification in using the computer. The courses will consist mostly of actual practice on the computer and will require proper structures throughout the country. Centers with computer laboratories for the ECDL instruction and certification will be founded in all residence towns, in many high-schools as well as in University departments. The first stage of the program will involve approximately 250,000 public servants.”
ECDL ROMANIA and Romanian Ministry of Education, Research and Youth have successfully collaborated to the development of yet another project by which all teachers who already have or are about to obtain the European Computer Driving Licence will benefit from grantable professional credits.
Starting 2008 all teachers who have the ECDL certificate will have the benefits as such:
- For ECDL Complete certificate – 25 grantable professional credits
- For ECDL Start certificate – 20 grantable professional credits
European Digital Literacy
The Romanian Ministry of Education, Research and Innovation, through its programmes, is looking to use widely IT&C in educational activities, permanently developing special projects of rigging all the schools in Romania and aiming in computer assisted teaching implementation.
According to OUG 97/2009 the Baccalaureate will contain a digital literacy examination. The No. 3 Addendum to O.M.E.C.I. no. 5794/ 29.10.2009 states that „ It is recognised and validated with the digital literacy exam – the D) test in Baccalaureate, the results obtained at ECDL exams and concluded with ECDL Start or ECDL Core certificate”.
The examinations of candidates are organized only in Test centers approved by ECDL ROMANIA, according to the ECDL Foundation standards.
ECDL ROMANIA developed a national network of approved test centers, which is currently in full development and that will cover all country districts. At this moment there are over 500 test centers. The centers list includes educational institutions (universities, high-schools, and even secondary schools which mostly offer the ECDL Start), training centers within the structures of administration and centers for vocational training in all the cities of the country.
