ECDL ROMANIA processes personal data from the following categories of legal persons, according to the purpose specified in section II.
a)Clients/ Potential clients for courses organized by ECDL ROMANIA and candidates in ECDL certificates who have entered into a contract with ECDL ROMANIA or with testing centres accredited by ECDL.
b)Any natural or legal person who is on commercial or contractual terms with ECDL ROMANIA.
II.Purpose of data collecting and processing
In accordance with Law no. 677/2001, altered and completed, on protection regarding personal data processing and its free circulation and with Law no. 506/2004 on personal data processing and private life protecting in e-communication, ECDL ROMANIA is bound to safely collect personal data from the categories of natural persons stipulated in section I and only for the specified purposes. The purpose of data collecting is:
a)For persons mentioned in section I.a: service provision from ECDL ROMANIA and subordinate centres in order to achieve its main activity object, i.e. the administration of the database for people who take courses and/or exams in order to obtain ECDL certificates. In order to collect and use personal data, ECDL ROMANIA is registered at the National Supervisory Authority for Personal Data Processing under no. 8607.
b)For natural persons mentioned in section I.b: the accounting and bookkeeping of ECDL ROMANIA. In this respect, ECDL ROMANIA is registered at the National Supervisory Authority for Personal Data Processing under no. 8607.
III.Motivation for collecting and processing data
a)The main purpose for which ECDL ROMANIA collects personal data is to process the information necessary to issue ECDL certificates according to the quality standards imposed by the ECDL Foundation. If one refuses to provide this data, ECDL ROMANIA may decline any legal relations, as it may not be able to come up to the standards set by ECDL. Moreover, ECDL ROMANIA also collects non-obligatory information (e.g.: e-mail address, phone number) in order to improve communication with people who have obtained ECDL certificates, as well as for subsequent statistical polls. In case natural persons have agreed with non-obligatory data collecting and processing, they may subsequently request for them to be deleted from the ECDL ROMANIA database. Refusal to provide non-obligatory information and/or allow its processing may lead to a situation in which ECDL ROMANIA is not able to share information about its services (e.g.: feedback from clients, information about new certificates).
b) In the situations aforementioned in section II.b) personal data is collected and processed so as to comply with the laws on accounting and bookkeeping. Providing information in this category is obligatory, refusal to provide it leads to the impossibility of legal relations between ECDL ROMANIA and the respective persons.
IV.Parties having access at personal data
Stored information is to be used by the operator so as to issue ECDL certificates according to ECDL standards.
V.Rights of persons whose personal data is collected and/or processed
If natural persons request it, ECDL ROMANIA confirms for free whether or not it’s processing personal data for one request per year. ECDL ROMANIA undertakes itself to rectify, update, block, delete or turn into anonymous data, for free, any data the processing of which does not comply with Law 677/2001.
In accordance with Law 677/2001, natural persons have the right to access the data, to modify it, not to be subject to an individual decision and the right to take legal action. At the same time, they have the right to oppose processing their personal data and to request the deletion of the data, except for situations stipulated by the law, when data processing by ECDL ROMANIA is mandatory.
To exercise these rights, you can file a written request, dated and signed, towards ECDL ROMANIA or directly at the ECDL ROMANIA headquarters in Bucharest, Mendeleev 7-15 Street, sector 1. Furthermore, you also have the right to take legal action.
